No person shall be a Representative who shall not have attained to the Age of twenty five Years and been seven Years a Citizen of the United States, and, who shall not, when elected be an Inhabitant of that State in which he shall be chosen.
this is a pretty basic, nuts-and-bolts passage. In ancient Rome, it was a loose confederation of politicians known as “senators.” I doubt they had as much restrictive policies regarding their attainment and possession of their offices. The United States House of Representative, age 25 and up, up for election every two years, 7 years a US citizen was elected to represent a specific region of a specific US state in which he was required to be a citizen of.
