Fourteenth amendment

Okay, this parts a little complex. As I’ve said, this is a splice in the original document stemming from the enactment of the Fourteenth amendment in 1964:

Representatives and direct taxes shall be apportioned among the several states which may be included within this union, according to their respective numbers, which shall be determined by adding to the whole number of free persons, including those bound to service for a term of years, and excluding Indians not taxed, three fifths of all other Persons.

This amendment, in fewer words, abolished the poll tax, which made voting free. The above text basically re-calculates the way taxes are doled out to the different regions of a state, following the divisions of the districts that have a representative appointed to each of the divisions, excluding Native Americans.
